- وإيّاك والدماء وسفكها بغير حلّها فإنّه ليس شيء أدعى لنقمة ولا أعظم لتبعة ولا أحرى لزوال نعمة وانقطاع مدّة من سفك الدماء بغير الحقّ والله مبتدئ بالحكم بين العباد فيما يتسافكون من الدماء فلا تصوننّ سلطانك بسفك دم حرام فإنّ ذلك يخلقه ويزيله («فإيّاك والتعرّض لسخط الله فإنّ الله قد جعل لولي من قتل مظلوماً سلطاناً قال الله: (وَمَنْ قُتِلَ مَظْلُوماً فَقَدْ جَعَلْنَا لِوَلِيِّهِ سُلْطَاناً فَلاَ يُسْرِفْ فِي الْقَتْلِ إِنَّهُ كَانَ مَنصُوراً).)

Source text - English The preamble of ILO Recommendation 195 on Human Resources Development adopted in 2004, recognizes that “education, training and lifelong learning contribute significantly to promoting the interests of individuals, enterprises, the economy and society as a whole, especially considering the critical challenge of attaining full employment, poverty eradication, social inclusion and sustained economic growth in the global economy”.
It further specifies that states should “assist enterprises and employment agencies to match skill demand with supply, guide individuals in their choice of training and career and facilitate the recognition of prior learning and previously acquired skills, competencies and experience; this framework should be responsive to changing technology and trends in the labour market and recognize regional and local differences, without losing transparency at the national level”.
Translation - Arabic تعترف ديباجة توصية منظمة العمل الدولية رقم 195 المعتمدة في العام 2004 بشأن تنمية الموارد البشرية بأنّ" التعليم والتدريب والتعلم المتواصل يسهم اسهاما كبيرا في تعزيز مصالح الأفراد والمنشآت والاقتصاد والمجتمع ككل وتراعي بشكل خاص التحدي الملح الماثل أمامنا من توفير فرص عمل متكاملة والقضاء على الفقر وتسهيل التلاحم الاجتماعي والاستمرار بزخم النمو الاقتصادي المستدام في الاقتصاد العالمي."
