"Случилось то, о чем я мечтал последние два года: специализированные внешнеторговые объединения (торгующие оружием. — Ъ) выведены из подчинения МВЭС под прямое управление правительства," — восклицает Михаил Малей, председатель Межведомственной комиссии по научно-техническим вопросам оборонной промышленности.
По сведениям, полученным редакцией Ъ, секретный документ, фактически предусматривающий создание единой государственной системы торговли оружием российского производства, подписан президентом России еще в середине ноября. До сих пор подтверждением факта принятия решения редакция не располагала. Лишь на прошлой неделе о выходе указа в свет обмолвился на пресс-конференции Александр Шохин, а Михаил Малей, к которому Ъ обратился за консультацией, подтвердил существование документа.
Возвращение под недреманное государственное око многочисленных ныне торговцев российским оружием — после того как они разбрелись уже по всему миру — как надеются специалисты комиссии Малея, поможет России решить очень важную задачу: в условиях жестокой конкуренции вернуть утраченные рынки сбыта оружия в Восточной Европе, Африке, на Ближнем Востоке и попытаться утвердиться на новых.
Российское оружие всего пять лет назад имело гарантированные рынки сбыта в Восточной Европе, Африке и на Ближнем Востоке, но теперь — из-за известных событий — практически утратило их. А конкуренция на рынке оружия весьма высока, так что взамен российского оружия (экспорт которого упал почти впятеро за последние три года) в эти регионы стало поступать оружие из США, Франции и т. п.
В нынешнем году Россия участвовала в крупнейших мировых выставках вооружений. Специалисты говорят, что от новейшей российской военной техники, представленной в Анкаре, Абу-Даби, Дубаи и в Будапеште на состоявшейся на прошлой неделе выставке "С+D`93" у покупателей "дух захватывало". Однако коммерческие результаты не столь впечатляющи. Несмотря на то, что многие страны (Китай, Сирия, Оман, ОАЭ и другие) явно заинтересовались российскими вооружениями, дальше выражения интереса дело не пошло.
Но даже не это главное. Первопричину того, что российские производители оружия в беспорядке отступают с традиционных рынков сбыта, специалисты видят в сокращении производства.
На прошлой неделе собрался Совет безопасности РФ, чтобы определить ориентиры новой промышленной политики России и обсудить уже рассмотренные правительством материалы о положении в экономике по итогам 9 месяцев текущего года. В объемистом обзоре, подготовленном аппаратом правительства, главка "Конверсия" была самой маленькой — чуть больше половины страницы. Это пока единственная попытка показать в фактах и тенденциях оборонную промышленность. Утверждается: за истекший период года общий объем производства в оборонных отраслях снизился на 15%, объем военной продукции сократился более чем на 30%, а гражданской — на 10%. Оказывается, удельный вес гражданской продукции в общем объеме производства ВПК составляет около 80% (тогда как в 1988 г. — всего 44%). Число заводов, выпускающих преимущественно военную продукцию, продолжает неуклонно сокращаться и составляет 1/6 часть от общего числа предприятий "оборонки".

De acuerdo con la información recibida por la redacción de la ley, el documento secreto, prevé la creación de un sistema estatal unificado de comercio de armas de producción rusa, firmado por el presidente de Rusia a mediados de noviembre. Hasta el momento, la redacción no ha tenido la oportunidad de confirmar la decisión.

Los expertos dicen que desde el último equipo militar ruso presentado en Ankara, Abu Dhabi, Dubai y Budapest en la exposición celebrada la semana pasada "C + D' 93 " propició en los compradores"espíritu emocionante". Sin embargo, los resultados comerciales no son tan impresionantes.
