Terrestrial liability
Depends whether your talking of vehicles, communications, TV or whether you refer to the land (soil) as such. If it's the latter it would be land liability

: I'd stay with the land liability term, it's the more usual one, but you are right, we need more context for a more exact answer.

Public liability for ground-based (as opposed to air) or overland (as opposed to sea) transport
"Responsabilidad civil" is "public liability". I have translated "terrestre" according to the meaning as per the RAE dictionary, i.e. referring to transport that goes via the land as opposed to the air or sea.
