This can actually be taken several ways; goal-generating process OR goal-generating cycle. The precise, best-fit, time element depends, of course, on - you guessed it- the context.

Well, with all the context ....

If it has to do with any sort of project that can be broken down into step with goals, this might fit.

neutral Paul Cohen : Sounds odd. A milestone is a significant event or point in development (Webster's). A milestone can be achieved, but I would hesitate to write that it can be set. // You know it when you're there, JC. It's a momentous event. How about setting objectives?

So, if it can be achieved, how do you KNOW when you have achieved it? In MS project, for example, you SET milestones (i.e., assign what has to be done and when) so you know when you have achieved them.
