goal-generation process
Has all the makings of another great buzz word!
This can actually be taken several ways; goal-generating process OR goal-generating cycle. The precise, best-fit, time element depends, of course, on - you guessed it- the context.

I apologize for the gerunds. I know how much they displease US readers. Please substitute generation for generating in reading my explanation.

Comment: "thank you both for your effort. PROCESS for Ablauf is the key word which, for odd reasons, I completely overlooked. You got it both right. In the end, however, the 'milestone"-thing is a bit more removed from my needs. "

process of setting milestones
Well, with all the context ....
If it has to do with any sort of project that can be broken down into step with goals, this might fit.

: Sounds odd. A milestone is a significant event or point in development (Webster's). A milestone can be achieved, but I would hesitate to write that it can be set. // You know it when you're there, JC. It's a momentous event. How about setting objectives?

So, if it can be achieved, how do you KNOW when you have achieved it? In MS project, for example, you SET milestones (i.e., assign what has to be done and when) so you know when you have achieved them.
