Does this have a specific meaning or is it just generally 'advanced' training?

Aleksey, your arguments are absolutely valid, as well as mine. From the definition of "proactive": "Acting in advance to deal with an expected difficulty", it is positive only compared to "reactive". Let the Asker be the judge. Have a great weekend!

All training by definition is proactive, it prepares recipients for future tasks. "Advanced training" in this context means increasing their qualification to better compete in the market. We have to translate in context. That's all it is to it.

I would also respectfully disagree with 'proactive' having a negative connotation. If anything, it is almost always used in opposition to 'reactive' the latter term and approach to doing things bearing a certain negativity.

It would not unequivocally convey the idea of being proactive - i.e. anticipating needs and acting ahead of time to to fulfill those needs. In stead it would leave the reader wondering if the advanced training here means training using advanced methods...

The asker has not provided the full context. So i am conjecturing based on the meaning as I see it from just one sentence. Anna, "advanced" is a great word, and it could indeed mean 'ahead of times'. Yet in this particular situation it could be ambiguous.

As I already mentioned in my answer, this term means that workers are to be retrained to get advanced skills to compete in the market.

"Proactive" sounds reasonably good, but it has a very specific meaning. "Advanced" is a more general and widely used term. Its definition includes:
1. Highly developed or complex.
2. Being at a higher level than others: an advanced text in physics

Предлагаю изменить немного конструкцию, в русском языке мы любим существительные, английский язык любит глаголы - Government plans to proactively educate, retrain workforce and improve workforce skills. Или что-то наподобие.
