I don't think it is a mortgage loan (prioritetslån) because it is in a bill submitted by a Danish university to a client (a foreign university). SKR is, I guess, Svenska kronor, although I cannot understand why (neither university is in Sweden).

If it is a bill, i.e. a statement of debt, it might be that the loan is backed by a mortgage or collateral in real estate, and that mortgage is nearing its expiration date. A swedish university might have a branch in Denmark. Maybe more context would help.
