Tatiana works as an Accountant, she is nominally a Document management specialist thus she nominally reports to me.

she only nominally reports to me
I would go with your suggestion, but add 'only' to retain the emphasis

: "Nominally" reports to me means that "on paper" she reports to me. But, we have pretty well determined that the opposite is the case. She is "nominally," "officially," employed in bookkeeping, but informally reports to me in this other department.

officially she is not one of my (direct) reports, but in effect I supervise her duties

: With "officially ... not," but I'd put it something like this: "T. is officially employed in bookkeeping, while only informally working as a document management specialist and, therefore, reporting to me."

I think that's an excellent way to formulate the whole sentence. Thanks for being so attentive to the source, and concerned with deciphering it, Rachel!

I think this is the word you are looking for!

only on paper
Tatiana formally reports to me, but in fact she is my subordinate only on paper, because she also performs work for the document management department.

"Only nominally" выражает идею как раз противоположную смыслу оригинала, то есть, нужно "merely de facto / only formally / officially not", поэтому я и проголосовала за ответ Михаила.
Татьяна не подчиняется мне - for all intents and purposes
Thanks for your interpretation. I agree a 100%, and in fact, anyone concerned with understanding this situation fully should agree with you. That said, I cannot endorse 'nominal' or 'nominally' in any way, for the simple reason that it only adds to the ambiguity. I know and support the GIGO principle - garbage in, garbage out - but I also think we should strive to elucidate the real meaning and possibly improve on the source as long as we're confident in its intent.

Thanks for posing the right questions! They pretty much coincide with mine (please see below). As far as I can tell, the 2nd option applies, but then again I'm not the asker and I don't have all the context. Still, I'm pretty sure you, Eric and I are correct in our assumptions.
- No other options in terms of subordination
- She "reports to me" - yes
She is "one of my reports" - absolutely not
If department A is bookkeeping and B is the other, then:
If both T and the speaker are officially on the payroll in A: "Besides being a bookkeeper, T also works as a B specialist, so only formally is she really one of my subordinates." In other words, half the time she's off doing something else, in department B.
If T is on payroll in A and the speaker is a supervisor in B, then I agree with Mikhail that "in effect" is right, and all variants with "nominally, provisionally, formally, officially" are not: "Besides being a bookkeeper, T also works as B specialist, so, in effect, she really is one of my subordinates."
If the speaker, as well as Tatiana, are both formally on payroll in A, but both of them also do work in B, with the speaker in a supervisory role there, as well, then all bets are off and I don't know what условно means.
