OK, the obvious translation of this is Guarantee of Technological Evolution / Guaranteed Technological Evolution, but I don´t get many hits for these terms. Is this known by some other term in the UK?

Hi Lisa, "Guarantee of Technological Evolution" has few hits on Google, but it doesn't mean it is incorrect. In fact, "Garantía de Evolución Tecnológica" also has very few hits.

State-of-the-art Is an expression that is now so widespread in its application that it isn't really possible to say that it wouldn't appear in a technical document.Sure though, it had its origins in the overblown phraseology of marketing going wayback.
