This should be "English to Lithuanian" When English texts talk about "substance" in phrases like "substance abuse", it implies two things about the substance, using Dalia's words provided above:
1) it is considered harmful
2) its use is controlled by law or made illegal
I'm not sure what expression is used by Lithuanian police, courts, etc. but it seems to me a good translation would need to reflect both aspects, e.g. „nelegali narkotinė medžiaga“.
