ad-hoc meetings
The usual translation is "in its own right", but I don't think that works here. The idea is "of its own volition", ie whenever it wants, and not just when it's required to do so.

All meetings are held for a specific purpose! They're either required by the statutes (eg AGMs) or ad hoc because they have specific things to discuss.
