The first paragraph is just for information. It's the second paragraph that I'm having problems untangling, espoecially the phrase "para el sujeto deudo que informa" Any help greatly appreciated.

De acuerdo con la Resolución de 29 de diciembre de 2010, del Instituto de Contabilidad y Auditoría de Cuentas, sobre la información a incorporar en la memoria de las cuentas anuales en relación con los aplazamientos de pago a proveedores en operaciones comerciales, las sociedades deberán publicar de forma expresa las informaciones sobre plazos de pago a sus proveedores en la Memoria de sus cuentas anuales para las empresas radicadas en España que formulen cuentas individuales y consolidadas.

El deber de información afecta a las operaciones comerciales de pago. Es decir, a los acreedores comerciales incluidos en el correspondiente epígrafe del pasivo corriente del modelo de balance, por tanto, la norma deja fuera de su ámbito objetivo de aplicación a los acreedores o proveedores que no cumplen tal condición *para el sujeto deudor que informa", como son los proveedores de inmovilizado o los acreedores por arrendamiento financiero.

My rendering:
The duty to inform concerns payments in commercial transactions, that is to say, trade creditors falling under the corresponding current liabilities item on the balance sheet. However, the resolution goes further than its objective scope of application to creditors or suppliers who do not fulfil the said condition to include debtors who must inform, such as tangible asset suppliers and financial lease creditors.

i.e. they are not current trade creditors of the reporting debtor

This is a new feature of Spanish accounts where the notes to the accounts must report the age-situation of current trade debts. By law they must now be paid within a certain period.

This avoids screwing cheap financing out of weak creditors, a practice Michael Heseltine famously espoused a few years ago.
