The hiring probability attached to growth is a slightly different issue from the "employment creation capacity of growth".

The stronger hiring rates in agriculture, relative to other growing sectors, relates to its inclination to adjust labor on the margin – regardless of what the level of growth is. The agriculture sector exhibits a much stronger relationship between the presence of growth and the inclination to expand employment. It may relate to a greater flexibility in hiring and firing workers (and thus easier adjustment), or it may relate to the lower direct labor adjustment costs associated with the sector.
