Let me explain why I post my own answer. I work for TTC and I would like to highlight a very thin difference between a handle in general and the meaning of it within this particular context.
Yes, a handle is the username but when you talking about to send a Tweet to someone, actually, you do not send a Tweet to the handle but you send a Tweet to the user (it might be a real person but also might be a brand, a company,a group of people etc.) so your Tweet is delivered to a particular account.

Just think about the meaning of a real handle of the door. You open the door to enter in but you do not know how many people are in the room :)

Yes, a handle is the username but when you talking about to send a Tweet to someone, actually, you do not send a Tweet to the handle but you send a Tweet to the user (it might be a real person but also might be a brand, a company,a group of people etc.) so your Tweet is delivered to a particular account.
