If an employee is actually called and has to work, the employee is always entitled to pay for that actual work time. As for the hours that are spent on call and not actually working, the more restrictions an employer places on an employee who is on call, the more likely that employee is entitled to be paid.

agree bigedsenior : I agree with Helena. Hospitals, fire & police departments, always have people ready for "on-call" when demand requires it. There may or may not have bonus pay

I think this would be a more explanatory translation. It's flagged as British in dictionaries, and I'm afraid I don't know the equivalent expression in American English; maybe one of our colleagues can help there. But I presume you want British English.
