比如加入某个国家禁止进口燃油车但不禁止电动车。
如果我走私燃油车、这叫规避制裁限制、这是违法的。
但我如果从新设计把燃油车改成电动车、这应该合法的不应该叫 circumvent sanctions. 因为电动车本来就合法的。
现在知道swerve的意思了：“绕过（制裁）”，所以，换而言之，处理成“规避”其实并无不妥。
我觉得这句话有问题
