It´s a qualification from the UK Association of Chartered Management Accountants. I think "colegiado" is the nearest equivalent to "chartered" - see this recent Kudoz question on Chartered Accountant:

: Yes, where 'colegiado' means a member of the local professional society/association of certified accountants, and implies having been officially licensed and certified as a public accountant.
