order-based loan The full context is a document entitled "Policies and Procedures" of Project Enterprise. Project Enterprise is an organization that dispenses micro-loans to small businesses. An order-based loan is one disbursed to a business when it has a particular order for which it needs the loan (as distinct from a loan for general business purposes).
