QA/HS&E (Quality Assurance/ Health and Security and Environment)
The QA/HS&E coordinators are part of the staff function and are the division’s
management representatives for the quality, safety and environmental system and
shall in this capacity refer to the divisional management with communication reference
to the company’s board of management and QA/HS&E manager. QA/HS&E
coordinators shall handle coordination, implementation and maintenance of the
QA/HS&E system.
The calculation function is part of the staff function and is managed by the head of
estimation who shall be responsible for the review and pricing of project and tender
documents.

Some references state that 'staff' functions are essentially advisory and then go on to say that they include things like " advertising, human resources, and plant maintenance." I totally fail to see how something like plant maintenance con be described as 'advisory'. The concept seems to me to be support for the principal activity.
