English to Spanish Tech/Engineering Engineering (general)

I have a problem with the "COE" acronym. I'm not sure whether in this case it could be used as Council Of Europe...
Here I send more context in which the same acronym appears:
"The Mission of Quality COE is: Continuously identify, standardize, and implement minimum standards and best practices in the field of (name of company) quality, inventory control, and food safety by leveraging internal and external expertise across (name of company) locations.
Any ideas?
