The test specimen shall consist of the entire product sample or a suitable portion of it.
context reads: except that in no case shall the specimen have the dimensions less than 380 mm square by 20 mm thick.
The IFD values are dependent on specimen dimensions. Higher values are generally obtained for specimens that retain all MOKLED surfaces.

La única referencia a la palabra que encontré fue en: "...the living generations must have been indoctrinated and mokled from babyhood up..." como si se refiriera a "moldeadas/moldeables"

Hola, creo que deberías pegar el texto donde aparece el término en lugar de explicar lo que dice, de esa forma podríamos ver si no es un typo. Coincido con Henry, parece que la palabra no existe en inglés.

Parece que es un pequeño defecto de la goma/caucho, hasta cierto punto admisible. Lo que no sé bien es cual será el tipo a raíz de la definición que encontré, si simplemente 'moteadas' o bien 'con moho'.

Pienso que podría ser un error tanto fonológico como otrográfico:

Al oído "mockled" (y no mokled) y "mottled" suenan más similares de lo que aparecen a la vista. El paso de mockled a mokled se habría producido por un error ortográfico.

He encontrado varias referencias a "mottled rubber", sobre todo una de mayor interés que pongo en 1er lugar:
