There are also situations where the market value of a home may have decreased from last year, but the appraised value still increased because the 2010 appraised value was capped at less than the 2011 market value.

(toda la redaccion con el termino "capped" en español me tiene muy confundida, se que "capped" es "limitado", pero como se utiliza en esta oracion?)

fue fijado

Variation of the above answer: "fue fijado debajo de" in relation to "at less than the 2011 market value." For what it's worth I sold Real Estate many, many years ago.
