It means the person in the silo is in danger of being engulfed BY the flowable solid, not swallowing it.

Neil Allí digo que es un adjetivo.
Y en este contexto (Seguridad Industrial, Safety), engulfment es engullirlo, tragarlo; si se está en un espacio confinado, donde los movimientos son limitados, el líquido o el sólido en movimiento puede ser tragado involuntariamente, lo cual puede ser mortal. De eso se trata la advertencia.

Tu sugerencia la considero errónea; sólidos fluidos no pienso sea una forma correcta de expresarlo en español; parece MT, de alguien con un diccionario.

Ah, y consulté el término con una prima, Ing Químico (tu colega), y me lo ratificó.

"Engulfment" no tiene nada que ver con tragarlos.
Y "fluido" es un adjetivo:

Flowable: fluidificable. Flowable es una condición, es un adjetivo; en este caso es un sólido que por su pequeño tamaño debido a fragmentación puede moverse como lo haría un líquido (y para ello requiere ser agitado).

Sólido fluidificado/fluidificable.

Si está trabajando en un espacio confinado que contiene líquidos o sólidos [...] como grano, maíz o carbón, debe tomar medidas para evitar tragarlos.
