Talking about the change in EU competition law in the car industry and the removal of the obligatory link between sales and aftersales service. The full phrase is "Bruxelles a décidé de supprimer le lien obligatoire entre vente et service après-vente. Les distributeurs ne seront plus obligés de s’en charger, et les garages non distributeurs pourront être agréés" but it is the agréés bit that is troubling me

Just a thought, but in this context do you think that the meaning is more in the sense that non-franchise garages could also be accepted (or "permitted" to do servicing)?

service-only garages may be accredited/certified/approved

Not 100% sure about 'service-only' (it basically means they don't do sales, right?), but 'agrées' means accredited, certified or approved (by some official organisation).

Take your point, but Eurodicautom suggests both 'accredited' and 'approved' for 'agrée'. But if you're 100% sure this is preferred EU terminology, why don't you post your own answer? Your suggestion may not be spotted by the Asker here.

the garages which do not hold the dealership might still be authorized

it all has to do with the car dealers loosing the exclusive right to maintain or service the cars of a given brand so that these cars are covered by the manufacurer's guarantee.
I am sure of this, less that my translation is the correct one
