in Quebec, we now use borough for arrondissement - but I couldn\'t remember how to spell it yesterday ;-(

Public Records District for Geneva
This is just another option, especially if you have a U.S. audience for this translation. The term "arondissement" if left untranslated would probably confuse most readers in the United States. Most cities in the U.S. have something called a public records office. The term "registrar" is of course also used (and this is the most common term in Britain), but for many Americans this has the primary connotation of a university registrar.
