I assume blocages means stopping certain people doing certain things, which is covered by the word "security".

: I like "proactive", I just suggested "restrictions" for blocage in the asker's other question, perhaps "security measures/controls and restrictions" could work here?

to provide a complete security and blockage system with an anticipatory protection program
Hello,
I think this might work, if it's "procédure prévoyante."
"Attacks Denial of Service (DoS) attacks target a computer system or network ... the challenge of providing anticipatory protection against known, unknown, ..."
http://www.symantec.com/business/resources/.../article.jsp?a...
I believe that "compléter" here is best translated by "to provide a complete".
I hope this helps.
