Hard to know what they mean by this exactly! A "buse" is a section of drainage pipe.
By extension it is possible they are also referring to ducts for power cables, etc.
However the text does NOT say "viabilisé" (water pipes, drainage, electricity, gas, etc. laid out on site and connected up to the supply), which is what the site would have to be for the "buses" to be any good to anyone (and then only if their proposed building layout matched the duct layout!).
Unless it is agricultural land, in which case the "buses" might be a field drain, should the land have a natural drainage problem.
Or maybe it's a typo for "boisé", though were that the case you might not be able to see the "beau point de vue" for the trees!

: I think your first solution is correct: the ducts are laid in ready, but the services not fed through them. Standard practice.

I asked the question to a neighbor in France who is an “entrepreneur de travaux public” and he told me that busé could mean 2 things (not precise enough to know which one for sure):
1) ditch piping or culvert (pipe) for driveway to cover the ditch for (rain) water run-off to access the “terrain”
2) duct/pipe for connection to water service supply and/or sewage system
Example found on net:
« Venez découvrir au coeur de la campagne nivernaise ce terrain constructible de 1112 m², viabilisé et buse. Situation géographique très sympa à moins de 2 mn des commerces. »
I think that “viabilisé” implies more than just water or sewage related piping, it would include also electricity and telecom connection lines.
