As far as I am aware, Nantes is currently part of France, and I got this from the local university's website: "Modalités d'inscriptions en premier cycle universitaire (Licence)", see <http://www.univ-nantes.fr/63849817/0/fiche_913__pagelibre/&g...

I suppose Nantes might be a bit close to Belgium. How about Marseille(s)? That must be in France. Didn't they name the national anthem after it?

In Europe actually. "Licence"="premier cyle", but only since a coupla years ago, hence, if it's a "licence" and it says "premier cycle" on it, it must date from within the last coupla years. It's called logic.
