I'm pretty sure this is the idea: a "permanence", in all sorts of situations, is when normal (daytime) service is not provided but a member of staff is present. Typically, in such situations, there will be some sort of log book to record any particular events that occur during that person's watch, and entries may be numbered for later reference.
