This is a circuit that remains 'on;' even when the main circuit isolator is 'off'. Depending on the type of installation and the level, 'sectionneur' COULD be as simple as 'mains switch' (on a piece of apparatus, for example), but I suspect here it means 'isolator' — big switches used for isolating sections of circuits.
For 'général', I tend to favour 'master', but 'overall' or 'main' are possible alternatives.
And do note that the 'Phase' goes with the 'sectionneur' — it is the isolator in the 'phase' or 'live' ciruit(s) — i.e., not the neutral!
