There are two distinct zones in each park. At the centre is the heart, le coeur, the highly regulated area, where there is a great richness of nature and little human intervention. Then around the outside, l’aire d’adhésion, a secondary area where there are villages supporting tourism and agriculture and contributing to the protected areas at the heart.

: Careful! "buffer zone" = zone tampon and set by ecological criteria, regardless of whether the authorities/residents get on board. This seems to be more political: peripheral or supporting area. "Buffer" is defined in EU legislation. Check it out!

Here's another definition of the expression, in French, taken from a IUCN (International Union for Conservation of Nature) document:

Leur architecture l’illustre. Espaces gigognes, les parcs nationaux français comprennent en effet, depuis leur création en 1960, en plus d’une « zone centrale » une « zone périphérique », dans laquelle des orientations de protection, de mise en valeur et de développement durable doivent être mises en oeuvre. : Potentially erroneous interpretation; I can imagine an "island" surrounded by statutory national park that decides to "adhere". "Secondary" works though.

Web sources offer no authoritative or clear-cut translation for the expression, so I offered two of the (apparently) more used ones. 'Heart' and 'peripheral' sound better to my ear, than 'secondary' would. But thanks for seconding the latter, anyway.
