"On" doesn't technically mean "we" here, but it could work ok as a translation here. I like it better than "one", which just doesn't sound right me to here. My preference is to turn it around and make it a "passive" construction. You could do the same with "on sait qu'on devrait (when it is known that X medicine should continue being administered).

on = we/passive construction (here)

régle = rule of treatment
