I am confused about two things, firstly whether this phrase relates only to "sa valorisation et son économie" or to whether it is related to an earlier part of the paragraph. Secondly, whether it would work to translate it literally and say something like "while giving an economic dimension to the investments", which I find a bit odd as I would have thought that by their nature "investments" have an economic dimension anyway.
