My understanding of the term is that it is a file for a person or family that can be accessed by more than one organization, thus eliminating the need to reenter one's personal data and contact information for every activity that one engages in.
Example sentence:
Le Dossier Unique d’Inscriptions : Qu’est-ce que c’est ?
C’est tout simplement le dossier qui est constitué lors d’une première inscription, et quel qu’en soit le lieu. La nouveauté, c’est qu’il ne sera plus nécessaire de le reconstituer pour toute autre inscription.
