My attempt is 'joint-rescue operation' (combining various emergency services). I can't find a better english equivalent. Wikipedia uses 'French red plan' but doesn't sound very natural. Any ideas are most welcome!

I think "cobra" is too culture-specific and I'm not sure it's the same thing. I would put the above, and add "plan rouge" if appropriate; the "plan rouge" emergency response plan...

disaster management plan
"disaster management plan" seems to be the term used for the kinds of situations where a 'plan rouge' would be put in place in France. Major disaster, lots of victims, requiring a co-ordinated response by the authorities ...
