This is a standard expression to be found in any dictionary. 'Appeler qch de ses voeux' means to wish for something'. The thing being wished for is obviously given by the context.

Yes, can sometimes be translated as 'to call for' or 'to hope for'. I was just giving the general idea. I don't know the exact role of the 'Comité des Régions' in this case.
