I'm not familiar with the term "vision transversale" but based on my limited research in Google it seems to be a bit of a buzz word. I've considered plain old "horizontal view" but it doesn't really nail it in my opinion :(
The specific sentence is as follows:

"La stratégie du système d’information R&D s’axe dès lors sur la définition d’une architecture qui permette une vision transversale et qui définisse"

This is followed by a number of tasks, mainly planning and implementation tasks. If it would help to provide this extra context, just let me know.

cross-functional view

I often use cross-functional for "transversal".

(Note: beware of vision, which can often be a bit of a "faux ami" and is sometimes better translated, as in this case, by "view".)

Thanks Martin, and quite right – the context may sugget that "cross-business", "cross-departmental", etc. is more appropriate
agree Charlie Bavington : or cross-divisional or cross-departmental for those cases where you know that is what it is referring to. Cross-something anyway!

cross-cutting approach

An alternative to Rob's answer, which I like.
This option is maybe less 'techy' and more 'strategic' - I don't think the expression is being used in a particularly technical sense here.

unified view

This seems to best catch the "buzz"-iness of the French. I wouldn't be too wed to the notion of translating "transversal" as "cross-something" because sometimes it's being used to mean something fairly simple.
