I think préaire means unsecured rather than merely precarious although it would no doubt be precarious to let the property rent=free with no security (which presumably means payment of deposit or guaantee of some kind)

: with the 2nd part: unsecured is for loans. Rent Act unprotected assumes no security of tenure at all, but consider a shorthold vs. assured tenancy in the UK.

à titre précaire = on insecure terms (uncertain)
Why use any conjunction at all in English? It makes it sound awkward in English. The meaning of "and" is clearly implied in my translation.
