The principle is that there is NO implication of "liability".
In less formal terms, X will "sort the issue out on his own". However, whether X deals with it properly or not is mostly irrelevant - the only thing that really matters is that the other party doesn't need to worry about it.
That's why I use "personal responsibility" - the aim of my translation is to clarify that the consequences of whatever X does is his own personal problem.
