Not sure of the standard English equivalent of this phrase, which appears in an "avis de présentation des mesures provisoires et de sauvegarde" (Quebec).

Yes, I slipped up-I meant to write "COUNSEL"--I know the difference but it was a lapse (after reviewing a bunch of things on the net from the Security Council, etc.--it was INTERFERENCE)I have corrected it.
