<Schnellverfahren> you will find it translated: summary trial. whether trial or summary procedure depends on the gravity of the criminal acts.

: what is meant here, is that the summons may be issued hourly, becauset the proceedings of this trial have to occur immediately and very quickly. The summons may be effected hourly. All this is included in the term summary process
