Basically it is a summons for urgent summary / interlocutory proceedings at whatever time the judge chooses, and not only for a hearing at the usual dates for hearings in référés.
However this is still a "summons" - it is supposed to be served on the other party and the judge is supposed to check that there has been sufficient time to prepare the defence.
