démarche de GPEC

HR forecasting and planning

Or possibly "forward planning" but definitely not "previsional" anything in English.

Google "previsional management" and you get very few hits, most of which are translations from French.

provisional human resources management policy

I know I am late, but I came across it, too and I found this on the net:

The worker is clearly not taken into account in his reasoning, and all the more so since companies no longer see it in their interest to keep seniors and do not integrate the issue of aging at work in a bona fide provisional human resources management policy.
