Strange syntax, anyone make heads or tails?

Context: IT reorganization, outsourcing, justification for it.

"La dimension mondiale des futurs partenaires de référence permettrait à l’informatique [..] de mieux accompagner le développement international du Groupe, sans avoir à recourir – ou à la marge – à des fournisseurs informatiques locaux. Ceci serait un atout en matière de sécurité et de meilleur respect des exigences de qualité."

The syntax seems indeed deficient but I would read it as "when no other options are available" or "if need be", as a last resort. Marge is sometimes used in colloquial speech to mean "limit of what is acceptable".
