I can't come up with a satisfactory way to render this in EN and would appreciate your thoughts.

The context is an academic article about networks and urban services.

Dans les pays *d’industrialisation ancienne* (au « Nord »), dont l’équipement infrastructurel est très poussé, la compatibilité des grands réseaux avec une organisation, une gestion et un fonctionnement plus « durables » des systèmes urbains est interrogée.

surely OIC implies the countries of the North with the usual exceptions of e.g. Australia, NZ etc...

Northern hemisphere It's referring to countries in the Northern hemisphere - read Europe and N. America (as opposed to emerging markets/developing countries primarily in the "South").
