The only thing we may all be missing is that it is 'de plein rond', which could conceivably imply completely 'round', as distinct from, for example 'quart de rond' = quadrant or quarter-round
However, this seems unlikely to me, I feel sure the author's intention was indeed 'barre pleine, ronde, d'acier'
I don't understand what Jane is commenting about, since 'round steel bar' is exactly what has already been suggested; as Jane herself says, the 'solid' is rather redundant in English, as it is a built-in implication of the idea of 'bar'.
However, this seems unlikely to me, I feel sure the author's intention was indeed 'barre pleine, ronde, d'acier'
