cop-thug

My guess is that this means in the cops against scum/thugs/hooligans/scoundrels thing (i.e. "war").

I think the term is used differently in the second ref you have found. In that context it looks to be designating a guy from the "banlieue", possibly of North African origin who has become a policeman.

chav-cop thing

is the best I can think of.

Presumably the "rider class" consider themselves to be several fathoms above the chav class which has nothing better to do than antagonize the cops, and each "class" associates itself with a particular brand of footwear (or the footwear is associated with it, or the chicken with the egg, or something).

So poulet racaille machin could mean "the sub-group of young, underprivileged/educated members of urban society which delights in antagonizing law-enforcement officers and identifies itself with certain items of apparel, including footwear of a certain brand".

A/C to Wiki, chavs are predom. white and wear Burberry (fake). My son is predom. white (has a bit of Indian blood), nice, polite, well-educated and enjoys skateboarding (esp. on XBox, which is not too physical!) but is not a chav.

gang banging does not mean anything sexual in the US. It means being a member of a gang prone to violence, which is what the French racaille is.
