Fondé sur PCT sous priorité

French to English Law/Patents Telecom(munications)
This is an abrupt list of a French company's U.S. telecoms patents and the 1st column (of 8) includes the phrase "Fondé sur PCT sous priorité".
The corresponding box in other entries says "Hors priorité".
Does this simply mean "fast-tracked" and "not fast-tracked" or is there a more involved explanation?
I don't think I'm cheating by asking for "PCT" as well as "sous priorité" as I think they go together.

Priority I'm sure priorité refers to the priority date, usually the first date the patent was filed anywhere (to over-simplify a little). So I think the US patent is based on a previously filed PCT patent application, and claims the priority date of that earlier PCT application.<p>
