Folgejahre

Handelsvertreterrecht/Commercial agency law
Dear all,
Does this mean "any two consecutive years" (any two in a row in the period starting 2017, such as 2018 and 2019), "two consecutive subsequent years" (2017 and 2018) or "any two subsequent years" (any two as from 2017, such as 2018 and 2020)?
The customer is unavailable.
Bei Nichterreichen der jährlich durch die Handelsagentur zu erstellenden Umsatzziele innerhalb von zwei ***Folgejahren*** (ab 2017) kann der Vertrag mit einer Frist von 6 Monaten gekündigt werden.
My take:
Should the turnover targets to be achieved by the commercial agency each year not be reached within two ***consecutive subsequent years*** (as from 2017), the agreement may be terminated, giving six months’ notice.
At first, I thought erstellen meant to lay down/establish/stipulate and that it referred to the Commercial Agency (who established them for its agents to achieve them), but then I realised it is the Manufacturer who wants its goods to fly out the house and therefore it can only be the latter who stipulates the turnover targets, and it is accordingly then the Commercial Agency who has to ###achieve### them.
From Duden: Folgejahr = auf ein bestimmtes Jahr (in this case: 2016) folgendes Jahr.
Thanks,
Sebastian Witte

Years thereafter: a legal drafting technique that the web ref. answers seems to have overlooked.

But if you miss your annual sales target two years in a row, you are on very shaky ground and stand a good chance of not having your license ...
