Of course, you only get a refund if you buy something, but this sounds much better than "offsetting".

agree Ken Cox : Yep, this sort arrangement is often used in NA to refund parking fees if you buy something in the affiliated shop, but in Germany they probably want to encourage people to use public transport.

I think this is not much more than "lower bus fares" but there may be a nuance I'm missing here ....

neutral Ian M-H (X) : I think the point is that you hand your bus ticket to the cashier when shopping in the Altstadt and get a discount equivalent to the fare

sounds plausible Ian .... I've never seen this system in action but certainly would be a great way of getting consumers to come through the door :)

On some bus lines to heavy tourist areas(Reno,nv, a rebate or offset is sometimes given.
