Normally, this area is enclosed by/surrounded by concrete up-stand slabs( )and layers of well compacted infertile ballast.
ballast= mixture of sand and gravel= αμμοχάλικο

In order to make some sense, perhaps you can combine Transphy's and my answer and express it as: This area is surrounded by 'υπερυψωµένα στηθαία από σκυρόδεµα' and filled with 'αµµοχαλικώδεις άγονες στρώσεις'

Hi, Kyriaco, thanks for your input. I can see the term 'filled' used with reference to the 'αµµοχαλικώδεις άγονες στρώσεις', makes sense, but how can the area be 'filled' with 'υπερυψωµένα στηθαία από σκυρόδεµα'? I'm not familiar with this, so any help is greatly appreciated.

agree Peter Close : Although 'εγκιβωτισμός' generally means 'placing into boxes' or 'encasing', 'is filled' is really the only alternative that works in this particular passage of text.
